Currently, XSS is handled in the view layer, using the esc() function, which can properly escape data based on the context it's in, like if it's general HTML, or if it's a URL, part of an HTML attribute, within javascript or a stylesheet, etc. More detail can be found in this section of the manual.

Yes, you are right, it is hard for a new website.
They should focus on development of CI4 not about lazy people or features that are not important at all. CI3 is still secure. You are not forced to do the upgrade especially on a website that development has been stalled.
