why codeigniter unable connect pgsql database ?

The answer is at line 375 in your libraries/REST_Controller.
It is attempting to connect to something possibly not properly configured.
Your naming convention is suspect too, with a controller inside the libraries folder.

This does not sound like a CI issue.
