I migrate from windows(XAMPP) to linux(lubuntu 16.04/PHP 7.0.4/Mysql5.7/Apache 2.4). Linux is the best OS for me. Or you can try WAMPP for windows. XAMPP latest version also support PHP7 and MariaDB. You can use Adminer(lite/singe file) instead of phpmyadmin for database management.
