if you are having an issue with upload or image manipulation - not sure which is causing the problem - upgrade to the development version of 3.1 There is no error message or error or warning in the logs. (using PHP 5.6)
CI 3.0.7-dev Works
CI 3.1.1-dev NOT work
CI 3.2.0-dev Works
To find your version number look in: system/core/codeigniter.php
