As far as time to learn it...that depends on how much time you put into learning it. Once you start a project with it that will significantly help you in learning more about CI.

And yes this is a good framework for an Online Ranking system. As far as is it being the best fit, technically speaking any PHP framework will work it just depends on what flavor you like. There are many pro's and con's for all PHP frameworks.
