Installing zeromq without xampp on php 7.4

Hi all does anyone have any idea how to do this?

I want to use ratchet php using it’s push model but the composer require for it needs zeromq installed as a prerequisite. I have been trying to keep away from xampp but I think this isn’t installing because of a loadfile in the xampp /bin folder loading the extension properly . Does anyone know how we can do this without xampp?
