Upgrade advice: Do I need to upgrade in stages?

I have a test site built in 2.0.3. I want to upgrade to the latest 2.1.4. I am reading this guide: http://ellislab.com/codeigniter/user-gui...ading.html. It looks like I have to do the upgrade in stages rather than one straight upgrade from 2.0.3 to 2.1.4. Is that how it needs to be done? Please advise.

You can replace the system files with the latest version (2.1.4) but you may need to go through and apply the manual changes to application files.
