Make the App/Config compact, optionally expanded or rewritten

I’ve often thought that app/Config should all have equivalent versions in system so that when fields are added or changed they don’t need to be updated in app unless they have already deviated. I think your idea is good and takes this even farther: don’t deed app/Config/ with a file by default, but let developers add them as needed.
