Release 2.2.1

Hi, since 2.2.0 release there is some improvements that were not released yet as a tagged version.

Having it would be interesting for projects/companies that use CodeIgniter and need to use a stable and released/tagged version of the framework (which the branch 2.2-stable of repository does not fit literally).

According to Semantic Versioning, http://semver.org/, this release could be 2.2.1, because it's just a patch version, doesn't introduce any new features (and, in my humild opinion, doesn't mess with the development of v3.0).

The release of 2.2.1 could be seen as PHP project (http://php.net/) does with its current versions:

- PHP 5.6.x releases get new features and bug fixes
- PHP 5.5, 5.4, 5.3 releases get only bug fixes

In time, there's already a Pull Request for it: https://github.com/bcit-ci/CodeIgniter/pull/3306, I'd like you leaders evaluate it.
