CICON2010 is not an official EllisLab event, although it is kindly sponsored by them. We have no special announcements regarding the release date of CodeIgniter 2.
Version 2 is pretty stable and widely used by some of the large CodeIgniter-based projects. Some of the new features are not 100% finished but that won't effect your old code. Just follow my upgrade guide and you'll be fine.

There is nothing in the changelog that would suggest it does not work with any specific support for any version of PHP, so why ask?
PHP 4 support has been deprecated, but the 1.7.x features in 2.0 still work fine. New stuff eventually may not.
PHP 5 support goes all the way up to 5.3.
