Start with CI as a base, make your controller, use a database to store users in, ion_auth is good. But seriously it's your project if you need help post in the correct forum. Also your description is lacking and we are not here to help you make money. If you need help with a specific feature sure. But the design and logic is for you to decide.

thanks my friend, my purpose is to know what tools I used for my project, Ion Auth is good, and I've also read about HMVC, but not how to implement them. If you had a good guide or tutorial, I would appreciate. regards
