People who used CodeIgniter have gradually started to move away to other frameworks, and releasing CI3 stable soon or even a intermediate release like 2.5 can bring back a lot of them, at least their attention..

Can you explain why? You do realise why someone moved over to another framework like laravel or symfony. Developers don't move lightly, it's usually pretty damn good reasons why they would abandon a framework.
Better to petition similar functionality for CI 4.0. Make that version more awesome than what's out there. This is when developers may come back. If not, the devs will stay content where they are.

I hope that it will be Out of the box at last..
As its visible at CI git repo - the session feature has no commits for 20 days so I suppose that its ready..
Make it FINAL at last..
There is always bugs after a Final version is released thats why even PHP is making sub-releases for fixing them each month..
