That is exactly what I meant when I said to do it like an address book, show current vehicles and 'Add Vehicle' buttons. Although you describe it in a lot more detail.
Personally I agree this gives a better user experience. I am of the opinion that the longer a form is on the screen the less people like them. Short, sweet and to the point is best, no matter how clever you think your long complex form is.
