this is exactly what i do. there are plenty of lists of temp / spam addresses out there

I previously ran a Swedish forum and we permanently remove spammers (ip/e-mail ban) without notice.
But we had a warning system for normal users that didn't want to abbey to the rules.
1. Snap on the fingers
2. Can't post for one week
3. Can't post for one month
4. Can't post for three months
5. Ban user
These warning automatically got removed after a specified time, so you will get back to 0 after some time.

I think this would discourage new users and is not very hospitable, I would just ban them (hit the ban button).
