Does codeigniter have

1)User Registration module

2)Roles and Permission Previlege

3)Blog module

4)forum Module

5)Acl (Acess contorl list)

1, 3 and 4 are most definitely not the job of a framework. They're all things that you build with a framework. Particularly the last two which are applications in themselves.

2 and 5 are not currently part of the framework, but they are requested quite frequently. You could implement a third party solution to avoid writing them yourselves.
