I am confused at this, some of the pages have that space on very top and some of them haven't.
for example this page has that outrageous space:
http://www.mihantabligh.com/ads/cat/1.html
and this doesn't:
http://www.mihantabligh.com/ads/view/1.html

looking at your structure using the Firebug HTML tab shows the stylesheet tag is coming inside the body on the page with spacing, but its in the right place in the actual source, so there is some problem with your code.
Try using the W3C HTML validator!

What has this got to do with CodeIgniter? It is a basic HTML table layout with a bit of CSS thrown in. Not even any PHP? There was a load of validation errors and warnings which accounts for your the spacing. The code has been validated and it now has a Tidy Validator link complete with icon.
So there's my good deed for the day and hopefully a good start to the week
