For that matter, fsockopen() is a PHP function: just google "php fsockopen"

I think you'll have more success getting helpful answers if you take the time to post into the correct forum (usually application development), and tell us a bit more background information about what you've tried, what you expect to happen, and what is actually happening.
In the case of fsockopen, without more information, the best we can do is refer you to the PHP documention of fsockopen.
I'm moving this out of the job board, since I don't think you are offering to employ someone to help you work through this issue.
