Absolutely.
All Ellislabs products run on CI2, so are major developments like PyroCMS and ExiteCMS.
Like all other software, nothing is ever bug free. If you see that most (of not all) bugs found in CI 1.7.2 had to be fixed by the community, I wouldn't hesitate. And I didn't.

Yes good question as I'd like to try using CI2 for a new project if it's in a fairly useable state - beta or RC would suffice

The code you see in the repo is pretty solid. We don't have a label for it ("alpha", "RC" or whatnot), but it is largely what will end up in CI2. If you're starting a new project, my personal recommendation would be to start with that codebase.
