PHP / CodeIgniter - Size and Location of Talent Pool - El Forum - 10-01-2012

I am the Managing Director for an IT Consulting / Staffing company, working with a CIO who is considering relocating his development organization from where it is today to central Ohio or perhaps a couple of other areas of the country. The application architecture and platform is predominantly in house developed open source oriented applications (PHP, CodeIgniter, Linux, etc.) along with a few COTS packages.
To help with his evaluation and decision process, I am helping him assess the size and type of the talent pool for these types of technologies in central Ohio. I suspect that it is a fairly robust population given the presence of research, education, and technology based industries. However, I am not having much luck with objective indicators. I can query various candidate databases to find population of, say, .NET talent, but I am struggling to gather similar data that is indicative of PHP / CodeIgniter talent. I can also query job boards to see what local firms are hiring this talent.
Types of sources I am looking for are what you would expect: local open source groups, PHP developer groups, etc. I did find the site for Ohio LinuxFest and will reach out to contacts listed there, but have not found anything else as of today.
(I did stumble on to the MC Frontalot site which was pretty enteraining!)
Please note that I am not looking for indivuals to solicit; I am looking at acquiring somewhat objective data to help advise a client.
