I just now saw that cart library is depreced. Does that means that no longer will be updated ?

Cart library is too specific for "General Purpose" framework. That's what changelog claims.
And i think yes, it will no longer be updated.

This library is not even more than a hand of methods for array conversions. Every user has his own needing of a cart logic. We want to keep the core CI slim.
I think a better way is to build a custom library for this topic.
