Would CodeIgniter be a fine framework to use to build a web hosting control panel on?

Yes, it would be fine. I've heard that my Bonfire was being used as part of a webhosting control panel from a company out of Vegas in that past. Which was built on CodeIgniter.

Shall I wait for CI4 or is CI3 fine to build on? Also, how hard will it be to upgrade CI3 to 4?

CI4 is still in the planning stages, so there's no release date or even an idea of what the upgrade path will be.
