Hi,
I'm newbie and I just started CI but I can't decide Which version should I start with and why?

The current (stable) version is 3.1.0.
CI 4 is still under development.

I think you should start with the stable one.. CI 3.1, contributors says they will keep CI 4 that feels you are still developing in CI. So you don't have to panic if you want to port your project to CI 4.
