What is the directory layout? (assuming that you tried looking here system/core/CodeIgniter.php).

It was developed with CI version 2.1.3. Currently, that is an unsupported version of CI but there are people who still using it. Assuming that no changes was made to the core system files you can find the last version of the 2.x series here (https://codeigniter.com/download 2.2.6). This upgrade may resolve your issue.
