You can do it using .htaccess I have to do it this way on Windows also.

Add below RewriteEngine On.

Code:
RewriteBase /

# Redirect Trailing Slashes...
RewriteCond %{REQUEST_FILENAME} !-d
RewriteCond %{REQUEST_URI} (.+)/$
RewriteRule ^ %1 [L,R=301]

Today I had the same issue in a Debian server, to .htaccess take effect you need the directive "AllowOverride All" in a parent directory, you can put it in the apache2.conf file.
With this config i didn't have any issue using the original .htaccess file.
