No the documentation at https://codeigniter.com/user_guide/installation/upgrade_413.html has not been fixed as of 10 Jun 2021, see attach image. The page heading still references 4.1.1 to 4.1.2 upgrade and not the 4.1.2 to 4.1.3 it is referencing

I recommend using this dev version of the user guide as it is always up to date.
