Step 1 - Read the user guide
Step 2 - Download CodeIgniter
Step 3 - Build something
Step 4 - Ask questions when you need help
Repeat step 4 as often as you need, but try to figure things out and always check the user guide first. Learning by doing is much more effective than learning by having someone tell you exactly what to do.
