I think both points he made are highly - if not 100% - accurate!
As a software consultant who makes a living doing work on the Java platform, PHP has been one of my favorite hobbies to tinker around with, but thinking in economics and finance, PHP seems to be (perhaps always has been) the way to go for low-cost solutions for both creators and end customers.
