Forum spam prevention improvement

From suggestions made in this forum thread, we've begun making some changes to the CI forums, which you'll hopefully see the results of right away. Step 1 is reining in spam, so we've added the following restrictions:

Brand New Users
All content ran through Akismet (only profiles were ran through Akismet previously)

Brand New & Fresh Users
No links in profiles or signatures
No wiki entries
Heavily restricted linking in forum posts

"Moderately Low Post" Users
Maximum of one link in forum signatures

Step 2 will be some forum simplification and restructuring, and will begin later this week.
