IL8N not displaying ... what could be wrong?

Hi all,
I'm new to CI and have just implemented IL8N as described in http://codeigniter.com/wiki/CodeIgniter_...ation_i18n .
I am not receiving errors, but the test string that I have in the _lang.php file is not displaying in the view.
Additionally, as the application & system folders are outside of the webroot, I have checked permissions and these appear to be correct.
Any suggestions in debugging/finding out why there are no errors, but the string does not display?
