I saw one banking website when i login into the website it opens a new window without menu bar and too bar ( attached image). Is it possible in codeigniter? any suggestion

All window UI stuff is handled by javascript, CodeIgniter only handles HTML content inside the browser.

But yes, you can enable or disable different UI aspects when you open the new window with JS:
