In all seriousness, $35 is what you'd get for a junior developer that may just be learning what they are doing OR an international dev who may be good or may be terrible.
For future reference, if you ever intend to hire a great developer, setting a cap like that will make us all run away . You're basically saying "I don't care how long or hard this is, i'm only paying this much money".
Though i may try this strategy at a nice restaurant...
