It is straigth forward that you need to build a view file and use it with a controller, this is a suggested code snippet

class Foo extends CI_Controller{
     function index(){
     $this->load->view('yourviewfile', array('message'=>'CI IS FUN')); //you can pass optional array data to view too, ie at the view
                                                                                                        // echo $message then you should see it
}
}

lets assume you name your file as yourviewfile.php,  you need to place this file under  application/views/yourviewfile.php

Once you are done then point your url to http://yourcisite/Foo or http://yourcisite/index.php/Foo
depends on how you write your .htaccess file

PS: I would put any css, js , images under a directory says 'assets/css' , 'assets/js', etc  then you can refer them in the view file like

<link rel="stylesheet" type="text/css" media="screen" href="<?=  base_url()?>assets/css/jqgrid/themes/redmond/jquery-ui-custom.css" />
..etc
