What that bug report says is that you have this issue if your windows environment is dual stacked (IPv4 and IPV6), and you have "localhost" defined in your hostfile for both IPv4 and IPv6 local addresses.

You should already have a 'localhost' entry in your hosts file (c:\windows\system32\drivers\etc\hosts), chances are that you have two: one with 127.0.0.1, and one with ::1. If you don't, someone has modified the hosts file.

Make sure only the 127.0.0.1 entry is present, remove the ::1 (IPv6) entry. If you don't use IPv6 in your network, disable the entire stack. Nothing but trouble if you don't need it.
