Internal Links problem

I am trying to use html internal links in codeigniter web application.

at the top of the page I used

Code:

<a name='editable'></a>

at the bottom of the page i used

Code:

<a href='#editable'>Click Here</a>

When i click on the click here, it is not navigating to the top.

What did i do wrong.
I can post the whole code but it is way big.
