Off topic, is the Practical CodeIgniter 3 book will also have all best practices for CodeIgniter 3?

That's up to Lonnie. The free sample gives you a pretty good idea of what he intends to cover and a short description of each of the chapters he intends to include in the final book (and a fair sample of the early chapters). I've mostly been checking the code and working with him to ensure the text is clear and consistent (hopefully).
