Got it working. I used this code in the index.php

$_SERVER['CI_ENV']='testing';
//define('ENVIRONMENT', isset($_SERVER['CI_ENV']) ? $_SERVER['CI_ENV'] : 'development');
define('ENVIRONMENT', isset($_SERVER['CI_ENV']) ? $_SERVER['CI_ENV'] : 'development');
