base_url() in vista

I am new to CI. I have a problem with

base_url()

I am use OS windows vista and wampserver;

base_url() can not work like this : http://mlm.dev/<?=base_url();?>ind...portfolio/

but in linux no problem. I’m wondering what is going wrong there.
