cloning of codeigniter site on foreign language allowed?

is cloning of codeigniter site on foreign language allowed? i recently saw a site, who is the copy of CI site in terms of design, but aims to give support to turkish community. i read that the name of CI and various matters are copyrighted and should not be distributed outside of the CI-site. so i was curious, if this kind of underground-localization is allowed? do we need to ask permission beforehand? the site i discovered is http://www.codeigniter.gen.tr
