Is CodeIgniter a good Choice?

Someone did a comparison of PHP frameworks (Zend,CI,YII and Cake from memory)

CI came out very highly in every area except security.

For most users, the beauty of CI is that the framework doesn't mak eyou jump through unnecessary security hoops, but there is no reason why you can't roll your own.
