Following these instructions still leaves some errors in scaffolding, Derek Allard provided to fixes for Loader, Language, and Scaffolding.php. However, even the patched download does not help if one if following the upgrade instructions.
Also, with APPVER being deprecated and replaced with CI_VER, another error is produced because scaffolding/views/footer.html is also not updated if the upgrade instructions are followed.
