I'm convinced this has something to do with your hosting environment. Just reading the word "Typo3" makes me cringe. I recommend you setup a new hosting environment and test your CodeIgniter installation on it. VirtualBox is one great option, you can install any guest operating system on top of your current operating system. You could probably setup VirtualBox + Ubuntu with an hour.
