Personal configuration file

Hi!
Some one could tell me which's the best way to import a personal configuration file?

Example:
i need to use in some controllers a file where is set an array of e-mail,
or other similar fast info that i prefer to set directly in one file rather then put this info in my db.

There's a logic and correct way to do that?

I am curious to see if there's an easy way to import configuration settings from an xml file. I see a lot of open source applications storing settings that way.
