rand() not working proprly

I am having the strangest problem, I have a php code that generates a banner.
Now when a publisher places this code it randomly chooses a number between 1-3 and decides to place a text/image/flash banner.

Now the problem is that if the user places this code more than once on his/her site, depending on the first rand() the other banners also get decided. Strangely enough IE is the only one that does not have this problem, and there are chances that even if first selection was image next one could be text/flash.
