Assuming your fieldsets are identical:

foreach($expenses as $e)
{
    echo '<input type="text" name="name[$i]" value="'.set_value($e['name']).'" />;
    echo '<input type="text" name="amount[$i]" value="'.set_value($e['amount']).'" />;
    $i++;
}

Or something like that, depending on the exact situation.
