Oh dear,

I was just browsing their latest website and it looks like they've jumped on the laravel bandwagon. Huh

https://pyrocms.com/

Really sad, the developer(s) didn't plump for CI 3.0.

Back when the original developer was running pyrocms he didn't like the direction CodeIgniter was headed so he made the decision maybe 2-3 years ago IIRC to make the switch. I was a big proponent of pyrocms when it was using CodeIgniter.

I think the switch took them a lot longer than he originally planned. (that and I think Laravel went through 2 version since they started?)

Just my 2 cents...

I have not used FuelCMS, but I've known its name.
It has long history. See blog archive: http://www.getfuelcms.com/blog

There's a small contingent waiting to port PyroCMS 2.2.x (last CI version) to CI v4... Obviously, it'll be released under a different name though.

Is it public? Exactly who is involved in that rewrite? Is it already started?

Until CI4 is released I doubt they can start the rewrite! And I think we are very far from a release...
