Just an idea: A Codeigniter Fiddle

For me, although I would love to build it, I am certain it is far outside my abilities to do so.

Maybe you could start by reading the entire post!

Seriously, nothing beats a local test site. I think a PHP fiddle site would be a lot of work to make sure people can't run nasty code and hack the web site.
