I do not remember where I saw it but you should be able to search for it.

CodeIgniter 3 does require you to set the base_url in the config file.

This problem occurs on Windows 7 and 10, with x86 and x64 PHP. Not unique to Codeigniter, other frameworks and programs have the same issue. It's a bug together with PHP 7, Apache 2.4 and Zend OPCache. Have seen CentOS mentioned to, but that I haven't confirmed.

Sorry to say it does not happen on all of the Windows 10 systems.

I' am running Windows 10 64-bit Pro newest version with PHP 7.1.10
and XAMPP using virtual hosts with opcache enabled using file sessions,
phpStorm and everything runs fine on my system.

One thing to note is that you do need to set the environment variables
for php etc; In the Windows Environment.

Haven't had any problems either. (Didn't quite state that) With Windows 7 Pro (64-bit) and Windows 10 Pro (64-bit).
And I'm using WAMP, at the moment x86 due to the fact I got a 5.3.7 PHP running in it*, that's not supported in the x64 edition.
Before that I used x64 with CI, without any problem. So maybe it's a lacking of C++ runtimes, you got them installed right?

I just set my PHP path inside environment variables just recently. So that I could use Composer. So that's not it I'm afraid.

*So that I can use mysqlnd with a version less than 5.0.9, so I can test for utf8mb4 support.

It is a php bug. Sometime it helps to deactivate opcache, but a real solution does not exist. Sad
