Ignition Go app starter - updated to CI 3.1.0

CodeIgniter has been updated to 3.1.0 now in Ignition Go.

Ignition Go makes for a great app starter.  We're working now on an awesome module/blox builder (CRUD generator) in the admin, which should be available soon.
