Upgrade from 3.07?

I echoed CI_VERSION and get:

I can't seem to find any instructions on upgrading to the latest 3.1. Should I just follow the 3.06 to 3.1 and then get on the path here?

Also, can anyone explain to me why the version numbering jumped from 3.0 to 3.1?

You would first need to understand the difference between "3.07" and "3.0.7".
