I would say two reasons, one which is no longer, but another which is currently lingering:
1) the period of uncertainty that happened while Ellis Labs left CI hanging out to dry
2) the CI version 4.x lack of timeframe of release, and lack of a solid road map
I still feel strongly that Codeigniter is more bug-free and easier to use than any framework out there, and I particularly love the MVC pattern. I am hoping that the pendulum will swing back to CI but... I'm not seeing any heavy investment right now by anyone other than a couple people (they know who they are)... I certainly don't see anyone in BCIT other than James. I really thought BCIT was going to do some more heavy lifting, not just be a repository owner name.
That being said, I want to take a moment to thank those (few) who are working their tails off...thank you!!!
